Change Send to and the subject of one email a form sends.

123FormBuilder API: https://cotlet.dev/docs/api/123formbuilder.md

`PATCH https://cotlet.dev/api/v1/123formbuilder/forms/{form_id}/notification-email`

Access: write. Confirm: waits for the user's OK before it runs.

Edits one email in the Emails section. send_to replaces the typed addresses; the account email, email fields of the form and Add rules conditions stay as they are. The body and sender are not touched. From the next submission on, the new recipients get the email. By default you confirm each call; you can switch that off for this tool.
