A new candidate record with name, contact fields and skills.

JobDiva API: https://cotlet.dev/docs/api/jobdiva.md

`POST https://cotlet.dev/api/v1/jobdiva/candidates`

Access: write.

Only first_name and last_name are required. Returns the new candidate_id. It does not check for duplicates, so run find_candidate first. It sends nothing and reaches no one, so it does not wait for your OK.
