Submit a candidate to a job with status, rates and notes.

JobDiva MCP tools: https://cotlet.dev/docs/mcp/jobdiva.md

MCP tool: `jobdiva_write → create_submittal`

Access: write. Confirm: waits for the user's OK before it runs.

Creates the submittal and returns its submittal_id. It records the quoted bill rate and the pay rate, and can reach the client, so check list_submittals first to avoid a second submittal for the same person. By default you confirm each call; you can switch that off for this tool.
