Create group
Create an empty group with a name and description.
POST https://cotlet.dev/api/v1/learnupon/groups

Creates one group and returns its group_id. It reaches no one and changes no account; an admin can delete an empty group in LearnUpon, which does not delete any accounts, so this call does not wait for your OK. Only admins can create groups.
