Add mention
Adds a public mention to a project by hand, as the Add mentions manually form does.

Brand24 counts the entry in the Analysis dashboard statistics from then on. Only public mentions can be added. It reaches no one and delete_mentions removes the entry, so it does not wait for your OK.
