Create report
Creates an empty draft report in a workspace.

write
Creates a Draft report on the workspace you name and returns its ID; nobody is notified until you submit it. Add expenses with add_expense_to_report and send it with submit_report. The draft stays editable and can be deleted in Expensify, so it does not wait for your OK.
