Upload a photo from a file URL with title, tags and a privacy setting.

Fetches an image from file_url and uploads it to your account with the title, tags and privacy you set. Privacy defaults to private, so nothing goes public by accident. Free accounts hold up to 1,000 public and safe items and 50 non-public ones; Pro has no upload cap. By default you confirm each call; you can switch that off for this tool.
