Create list
Create a custom list with a name, a description and a privacy setting.

Creates an empty personal list. Privacy is 'private' unless you set it, and 'friends', 'link' or 'public' make the list visible to other people. The call fails with an account-limit error when you are at your list limit. By default you confirm each call; you can switch that off for this tool.
