List notification emails
The emails a form sends on submit: name, recipients, subject and rules.

Reads the Emails section of a form. Each email has its name, whether it is on, the Send to addresses, the subject and any Add rules conditions as text. Pass email_id to update_notification_email. A new form has a default email sent to the account email address.
