List candidate notes
Notes on a candidate's Notes tab with Note Action, author and date, newest first.

Reads the Notes tab of one candidate, newest first. Each note has its Note Action, the Comments text, who added it and when, and the records it references. Use it before add_note to avoid doubling a note.
