List shift exchange requests
List shift exchanges that wait for approval.
MCP tool shiftbase_read → list_exchange_requests

Returns exchanges where a colleague has accepted the shift and a manager still has to decide. Each has the shift, the original owner and the colleague. Offers nobody accepted are left out. Only a user with the Approve exchanges permission sees them.
