Create submittal
Submit a candidate to a job with status, rates and notes.

write Confirm
Creates the submittal and returns its submittal_id. It records the quoted bill rate and the pay rate, and can reach the client, so check list_submittals first to avoid a second submittal for the same person. By default you confirm each call; you can switch that off for this tool.

| pay_rate number | number | Pay rate for the candidate. |
| rate_unit string | string | Unit of both rates, for example hour. |
| currency string | string | Currency code of both rates, for example USD. |
| internal_notes string | string | Notes for your own team. |
