Get publishing settings
The auto-publish rules in Settings > Publishing Settings: minimum rating and the profanity and sentiment filters.

Returns whether Auto-publish reviews is on, the minimum star rating below which you publish by hand, and the state of the negative-sentiment filter. The profanity filter always blocks auto-publishing; profanity_alerts says whether you get emails for it. Reviews held back publish by themselves after 14 days unless you act. Read it before judging a queue.
