List conversation labels
Label categories with their sub-categories and which are mandatory.

read
Returns the conversation labels an agent picks when resolving, with each category's sub-categories and whether a sub-category is mandatory. Use the names from here as label and sub_category in resolve_conversation. Only an Account Owner or Admin creates labels, in Admin > Conversation Labels.
